How do you calculate labor needs for picking up litter and emptying outside trash and recycling containers on your campus?

Have you looked at the Operational Guidelines – Grounds, 2ed, APPA, 2011? 

You should find litter pickup (police, clean, vacuum) listed for Main Grounds, Flower Beds, Shrubs, Baseball/Softball, and Football/Soccer fields.  In addition, Chapter 7 of the guideline describes how to benchmark your own organization which can include an analytical approach to determining litter and trash pickup.

The guideline is being updated and will be published sometime next year.  I don’t think they are changing the time recommendations significantly.
